chairmanship may not be held by the same person for more
than two consecutive years. The committee is empowered to
create internal subcommittees and draw in additional
participants as needed. The [local] health officer OR
BALTIMORE CITY COMMISSIONER OF HEALTH, the regional mental
health director, and a representative of the appropriate
inpatient unit of the regional mental hospital which serves
this area shall be ex officio members of the committee.
Whenever the advisory committee is concerned with more than
one psychiatric hospital center or hospital center inpatient
unit, representatives from each of these units shall serve
on a rotating basis. With the exception of Baltimore City,
these rotating representatives shall be appointed by the
director of Mental Hygiene Administration. With respect to
Baltimore City, the commissioner of health of Baltimore City
may appoint one representative of the city's community
mental health centers to serve as an ex officio member. The
[local] health officer OR, IN BALTIMORE CITY, THE BALTIMORE
CITY COMMISSIONER OF HEALTH shall provide staff services to
the committee and facilitate the work of the committee in
every way possible.

(e) The function of each community mental health
advisory committee shall be to:

(2) Advise and report annually to the [local]
health officer OR BALTIMORE CITY COMMISSIONER OF HEALTH, the
appropriate governing body, and through the regional mental
health director to the Secretary of [the Department of]
HEALTH AND Mental Hygiene on progress of the local mental
health program and of actions needed for further
improvements; and

(1) In addition to other duties and powers given to
him under this subtitle and other provisions of law, the
Secretary of the Department of Health and Mental Hygiene
shall:

(4) Review and evaluate local programs and
personnel practices and make recommendations thereon to the
local governing body and the [local] health officer OR
BALTIMORE CITY COMMISSIONER OF HEALTH;

It shall be the duty of the [State Board of Health]
SECRETARY OF HEALTH AND MENTAL HYGIENE, upon receipt of
reports of the names and addresses of physically handicapped
children as provided for in the Education Article, to, in so
far as possible, cause each such child to be examined by a
[deputy State] health officer or by any other qualified
physician, if without expense to the State, for the purpose
of ascertaining the nature and extent of the physical
disability of each such child and whether or not such child
is physically unable to properly care for itself without
assistance and whether or not it can properly or
advantageously be educated in the regular public schools
