SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article - Transportation

8-625.

(b) (1) Except in accordance with a permit issued by
the Administration, a person may not make any entrance from
any commercial or industrial property to any State highway
that carries an average traffic volume of more than 2,000
vehicles a day.

(2) [Any person who violates any provision of
this subsection is guilty of a misdemeanor and on conviction
is subject to a fine not exceeding $100.] THE ADMINISTRATION
MAY APPLY TO THE CIRCUIT COURT IN THE SUBDIVISION IN WHICH
THE VIOLATION OCCURRED OR IS THREATENED FOR APPROPRIATE
INJUNCTIVE RELIEF.

(1) A municipal corporation, unless it otherwise
is required by law to obtain one; or
