EMERGENCY MANAGEMENT AND CIVIL DEFENSE AGENCY;

Article 64A - Merit System

9B.

On and after June 1, 1962, as provided in § 4 of
Article 16A of the Code, all positions in the [State Civil
Defense and Disaster Preparedness Agency; STATE EMERGENCY
MANAGEMENT AND CIVIL DEFENSE AGENCY, except that of
Director, are included within the provisions of the
classified service and subject generally to all privileges
and responsibilities provided in this article.

Article 78A - Public Work's

16C.

(d) (2) For the purposes of this section, the term
"State employee" includes:

(viii) A member of the board of visitors
of the Maryland School for the Deaf; [and]

(ix) An employee or member of a county
board of education as defined in § 1-101(d) of the Education
Article[.]; AND

(X) ANY PERSON WHO PERFORMS    EMERGENCY

SERVICES ON BEHALF OF OR UNDER A CONTRACT WITH A    STATE OR

LOCAL GOVERNMENTAL AGENCY DURING A STATE OF    EMERGENCY
DECLARED UNDER ARTICLE 16A OF THIS CODE.

Article - Courts and Judicial Proceedings

5-303.

(a) In this section, ["civil defense and disaster
preparedness,"] "EMERGENCY MANAGEMENT AND CIVIL DEFENSE" AND
"emergency[,]" [and "major disaster"] have the meanings
stated in the [Maryland Civil Defense and Disaster
Preparedness] STATE EMERGENCY MANAGEMENT AND CIVIL DEFENSE
Act.

(b) No action for damages may be brought against a
person, firm, or corporation who allows premises which he
owns, controls, or occupies to be used, free of charge, for
one of the following purposes:

(1) Sheltering
by an enemy; or

persons during an attack or raid

(2) Stocking of food, water, medical supplies,
equipment, or other materials to be used in the event of an
attack upon the United States; or
