The following terms, whenever used or referred to in
this subtitle, shall have the following respective meanings,
unless a different meaning clearly appears from the context:
(a) The term "wages" means all remuneration for
employment as defined herein, including the cash value of
all remuneration paid in any medium other than cash, except
that such terms shall not include, EXCEPT AS OTHERWISE
PROVIDED BY LOCAL LAW WITH RESPECT TO EMPLOYEES OF POLITICAL
SUBDIVISIONS, SICK PAY AS THAT TERM IS DEFINED IN THIS
SECTION AND SHALL NOT INCLUDE that part of such remuneration
which, even if it were for "employment" within the meaning
of the Federal Contributions Act, would not constitute
"wages" within the meaning of that act.
(B) THE TERM "SICK PAY" MEANS ANY PAYMENT MADE TO AN
EMPLOYEE ON ACCOUNT OF SICKNESS OR ACCIDENT DISABILITY AS
AUTHORIZED UNDER ARTICLE 64A, SECTION 37 OF THE CODE OR AS
MAY BE AUTHORIZED BY ARTICLE 64A, § 37 OF THE CODE THE LAWS
OF THIS STATE OR A POLITICAL SUBDIVISION.
SECTION 5. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

AN ACT concerning
Emergency Management Act
FOR the purpose of changing the name of the Maryland Civil
Defense and Disaster Preparedness Agency to be the
State Emergency Management and Civil Defense Agency;
providing that the definition of "Emergency" as used in
this Act includes any earthquake or act of terrorism;
repealing the definition of and references to the term
"major disaster"; abolishing the Civil Defense and
Disaster Preparedness Advisory Council, establishing
the Emergency Management Advisory Council and providing
for its membership and responsibilities; providing that
orders, rules and regulations of the Governor will have
the force and effect of law; providing the Governor
with certain additional authority during an emergency,
including the power to suspend statutes and rules and
regulations of State agencies; providing for the effect
of an executive order or proclamation on the director
