bonds, notes, and other evidences of indebtedness for
the purpose of providing financial assistance toward
all or part of the cost of any energy project or for
any other corporate authorized purpose of the
Authority; authorizing the Board of Public Works or
State Treasurer to advance funds to the Authority
Administration against anticipated bond proceeds and
authorizing the Authority to administer funds provided
in any budget or supplemental budget; directing the
Authority to adopt rules and regulations related to its
programs for providing grants and loans for energy
conservation and solar energy projects; directing the
Authority to apply for funds from the Federal Solar
Energy and Energy Conservation Bank; directing the
Authority to enter into agreements with the Community

Development Administration of the Department of

Economic and Community Development providing for the

administration of certain programs; requiring the

Authority to notify local governments after receipt of
certain applications; requiring that the provision of
financial assistance by the Administration for certain
energy projects be conditioned on securing a resolution
of approval from the political subdivision in which the
project will be located; authorizing the Authority
Administration to issue bonds which shall be general
obligations of the Authority Administration unless
otherwise provided by the Authority Administration;
providing that bonds of the Authority Administration
shall not constitute a debt, liability, or pledge of
the faith and credit of the State or any political
subdivision; providing that the Authority
Administration shall make payment in lieu of taxes for
any property it owns which is not subject to ordinary
local taxes; exempting the bonds of the Authority
Administration, their transfer, the interest payable
thereon and any income derived therefrom from taxes;
providing that the Authority Administration does not
have power of eminent domain; providing that the this
Act shall not be construed to alter or restrict the
zoning or land use planning authority of any
subdivision, municipality or public instrumentality;
providing that the Authority Administration shall make
no new awards for financial assistance after June 30,
1991; authorizing the Community Development
Administration of the Department of Economic and
Community Development to provide financial assistance
for certain energy projects on behalf of and subject to
agreements with the Authority, and to issue bonds or
notes for this purpose; authorizing the Maryland
Housing Fund of the Department of Economic and
Community Development to provide insurance for bonds
and for loans made for certain energy projects and
permitting the Maryland Housing Fund to make certain
mortgage loans to assist in the disposition of
property; providing that certain energy projects are
industrial projects as defined in Title 13 of the
Financial Institutions Article relating to the Maryland
