SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

(House Bill 1646)

AN ACT concerning

Education - Trespass on Grounds

FOR the purpose of authorizing the governing board of any
public educational institution to enter into an
agreement With appropriate law enforcement agencies to
carry out, under certain circumstances, certain
responsibilities with respect to access to the
buildings or grounds of the institution.

BY repealing and reenacting, with amendments,

Section 26-102

Annotated Code of Maryland

(1978 Volume and 1980 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article - Education

26-102.

(a)  The governing board, president, superintendent, or
principal, of any public institution of elementary,
secondary, or higher education, or a person designated in
writing by the board or any of these persons, may deny
access to the buildings or grounds of the institution to any
person who is not a bona fide, currently registered student,
or staff or faculty member at the institution, and who does
not have lawful business to pursue at the institution or who
acts in a manner that disrupts or disturbs the normal
educational functions of the institution.

(b)  Administrative personnel and authorized employees
of any public institution of elementary, secondary, or
