Ch. 444

DUTIES OF HIS OFFICE. ALL PERSONNEL SHALL SERVE AT THE
PLEASURE OF THE SHERIFF.

[(3) The County Commissioners shall furnish the
Sheriff's office with not less than nine automobiles, and
shall pay all necessary operating expenses including but not
limited to, gasoline, oil, insurance, and repairs. The
marked automobiles shall be replaced every two years and the
unmarked automobiles shall be replaced every three years, or
at the Sheriff's decision with the approval of the County
Commissioners.

(4)  The Sheriff's office shall also receive an
appropriation of $2,500, to be used for special
investigations and employees, subject to the approval of the
County Commissioners.

(5)  The Sheriff may appoint additional temporary
deputy sheriffs if necessary for the public safety but only
after he has secured the approval of the County
Commissioners of Cecil County. The County Commissioners
shall allow reasonable compensation for these temporary
deputies, but they shall not serve longer than the situation
actually requires.

(6)  Subject to the approval of the County
Commissioners, the Sheriff may employ not less than five
clerks or dispatchers at a salary to be set by the County
Commissioners.

(7)  The Sheriff may appoint as special deputy
sheriffs any members of the police forces of the towns of
Cecilton, Charlestown, Chesapeake City, Elkton, North East,
Perryville, Port Deposit, or Rising Sun or any other
corporate municipality within Cecil County. These special
duty sheriffs shall have all of the powers and authority of
the deputy sheriffs both within and without the town in
which they are members of the police force.

(8)  The Sheriff may appoint as special deputy
sheriffs not more than 25 adult volunteers. Upon the
successful completion of training which the Sheriff
considers appropriate, these special deputy sheriffs shall
have all of the powers and authority of the deputy sheriffs
and functions as the Sheriff's general representatives in
the same manner as his regular deputies, all at the pleasure
of the Sheriff.

Liability, false arrest, and workmen's compensation
insurance coverage shall be provided for the regular deputy
sheriffs, and the same coverage shall be provided for the
special deputies provided for in this paragraph.

(9)  The special deputies described in paragraphs
(7) and (8) shall not be considered employees of Cecil
County as special deputies. All other employees covered by
this section are declared to be employees of Cecil County
