AN ACT concerning
Commissioner of Correction - Adoption of Rules
for Inmates and Employees
FOR the purpose of authorizing the Commissioner to adopt
rules allowing inmates of minimum security institutions
to provide, voluntarily, services to State agencies and
charitable organizations certain rules and regulations;
and making stylistic changes.
BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:
Article 27 - Crimes and Punishments
676.
The Commissioner may adopt and promulgate[, and from
time to time alter, amend, or abrogate,] reasonable rules
and regulations[, not inconsistent with law,] for the
operations and maintenance of the several institutions and
agencies in the [Department,] DIVISION. THESE RULES AND
REGULATIONS SHALL PROVIDE for the discipline and conduct
[including, but not limited to allowing inmates of minimum
security installations to voluntarily provide services to
installations of nonprofitable or charitable organizations,]
of [prisoners] INMATES, and for the duties, discipline and
conduct of officers and employees of the several
institutions and agencies. SUCH RULES AND REGULATIONS SHALL
MAY NOT BE INCONSISTENT WITH LAW AND MAY FROM TIME TO TIME
BE ALTERED, AMENDED OR ABROGATED BY THE COMMISSIONER. THESE
RULES MAY ALLOW INMATES OF MINIMUM SECURITY INSTITUTIONS TO,
PROVIDE SERVICES VOLUNTARILY TO INSTALLATIONS OF STATE
GOVERNMENT AGENCIES AND CHARITABLE ORGANIZATIONS AS DEFINED
IN ARTICLE 41, SECTION 103A OF THIS CODE.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.
