(6) Make a final report with recommendations as to
changes in the law regarding liability of governmental,
quasi-governmental, and civic associations to the Governor
and the General Assembly by December of [1980] 1981.

(a) Unless extended by the General Assembly, the Board
shall terminate with the adjournment sine die of the regular
[1981] 1982 Session of the General Assembly.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

AN ACT concerning

Pensions and Retirement - Transfers of Members

FOR the purpose of providing that transfers may be made
between certain pension and retirement systems;
providing for procedures in the transfer; providing for
transfer in the event of involuntary change of
employer; making certain provisions that are applicable
to retirement systems applicable to pension systems;
and repealing obsolete language.
