SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

108.
(c) (4) WHEN A PAROLE COMMISSIONER IS UNABLE TO
PERFORM HIS DUTIES BY REASON OF SICKNESS, INCAPACITY, OR
DISQUALIFICATION, THE SECRETARY MAY APPOINT A HEARING
EXAMINER TO THE PAROLE COMMISSION TO PERFORM THE DUTIES OF
PAROLE COMMISSIONER UNTIL THAT COMMISSIONER IS ABLE TO
RESUME HIS DUTIES OR UNTIL A NEW COMMISSIONER IS APPOINTED
AND QUALIFIED. THE HEARING EXAMINER SO APPOINTED SHALL
RECEIVE THE SAME COMPENSATION AS A PAROLE COMMISSIONER. A
HEARING EXAMINER SO APPOINTED MAY NOT PARTICIPATE IN A CASE
IN WHICH HE PARTICIPATED AS A HEARING EXAMINER.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

AN ACT concerning
Motor Vehicle Fuel Tax - Liens
FOR the purpose of defining the term "action"; creating a
statutory lien under certain conditions for the
nonpayment of motor vehicle fuel taxes, interest or
penalties; providing for the procedure to file a lien;
providing that the lien shall have the full force and
effect of a lien of judgment; providing that under
certain circumstances that the lien is not effective
against an innocent purchaser for value; and generally
relating to the enforcement of tax liens for nonpayment
of motor vehicle fuel taxes.
BY repealing and reenacting, with amendments,
