other disposition of [such] THE funds, at which time all
[such] funds shall be promptly and fully accounted for by
the broker. [In no event shall any] A licensee hereunder MAY
NOT commingle any [such] funds with his own or use any
[such] funds for any purpose other than the purpose for
which [such] THE funds were entrusted to him.
(b) Failure of any licensee to abide by the
requirements of this section shall, in addition to any other
penalties provided by law, be sufficient cause for the
suspension or revocation of his license, in the discretion
of the Commission.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

AN ACT concerning
Health Officers and Boards
FOR the purpose of creating for each county, except
Baltimore City, the position of health officer; making
these officers unclassified State employees; providing
for their qualifications, with certain exceptions;
providing for their nomination, appointment, oath,
salary, evaluation, and removal; providing for their
offices and staff; transferring to these officers
certain rights, powers, duties, obligations, and
functions of the deputy State and county health
officers; clarifying their powers as to obtaining food
and drug samples, and making reports and inspections,
and entering premises; defining the conditions under
which health officers may enter premises; permitting
temporary reassignment to another county, including
Baltimore City, under certain circumstances;
restricting their practice of medicine and other
occupations; establishing a uniform provision for their
enforcement of rules and regulations of county boards
of health within municipalities and special taxing
districts in their respective counties; conforming the
provisions for those boards to act in those
municipalities and districts; altering certain
provisions for payment of expenses and compensation
incurred in control of infectious diseases; defining
certain terms; deleting certain provisions as to action
by the State Board of Health within cities, towns, and
other areas; abolishing the offices of deputy State
