(2) "LICENSE" INCLUDES, UNLESS OTHERWISE
INDICATED:

(I)  A MASTER WELL DRILLER LICENSE;

(II)  A JOURNEYMAN WELL DRILLER LICENSE;

(III)  AN APPRENTICE WELL DRILLER LICENSE;

(IV)  A TEMPORARY LICENSE AS LIMITED BY §
21-309 OF THIS TITLE; AND

(V)  A RESTRICTED LICENSE AS A:

1.  WELL DIGGER;

2.  WELL DRIVER;

3.  WATER CONDITIONER INSTALLER; OR

4.  WATER PUMP INSTALLER.

REVISOR'S NOTE: This subsection is new language added
for clarity and to avoid needless repetition of
the types of licenses issued by the Board.

The term "licensee" is used in this title as a
synonym for a holder of any of the licenses
included in this subsection.

(D) PERSON.

"PERSON" MEANS:

(1)  THE FEDERAL GOVERNMENT, THIS STATE, ANY
COUNTY, MUNICIPAL CORPORATION, OR OTHER POLITICAL
SUBDIVISION OF THIS STATE, OR ANY OF THEIR UNITS;

(2)  ANY INDIVIDUAL, RECEIVER, TRUSTEE, GUARDIAN,
PERSONAL REPRESENTATIVE, FIDUCIARY, OR REPRESENTATIVE OF ANY
KIND; AND

(3)  ANY PARTNERSHIP, FIRM, ASSOCIATION,
CORPORATION, OR OTHER ENTITY.

REVISOR'S NOTE: This subsection is patterned after NR §
8-101(h).

The attention of the General Assembly is called
to possible constitutional and other problems
that are related to this definition of "person".
The definition is broader than the definition of
"person" in § 1-101 of this article because it
includes the federal government, this State, and
units of this State. The General Assembly may
