SUBTITLE 6. SHORT TITLE; TERMINATION OF TITLE.

20-601. SHORT TITLE.

THIS TITLE MAY BE CITED AS THE "MARYLAND WATERWORKS AND
WASTE SYSTEMS OPERATORS ACT".

REVISOR'S NOTE: This section is new language added to
conform to similar sections in other titles of
this article and to provide a convenient
reference to this title.

20-602. TERMINATION OF TITLE.

SUBJECT TO THE EVALUATION AND REESTABLISHMENT
PROVISIONS OF THE REGULATORY PROGRAMS EVALUATION ACT OF
1978, AND EXCEPT FOR THE RULES AND REGULATIONS ADOPTED BY
THE SECRETARY, THIS TITLE SHALL TERMINATE AND BE OF NO
EFFECT AFTER JULY 1, 1987.

REVISOR'S NOTE: This section is new language derived
without substantive change from Art. 43, § 427B.

As to the Regulatory Programs Evaluation Act of
1978, see Art. 41, § 484 et seq. of the Code.

GENERAL REVISOR'S NOTE:

Present Art. 43, § 406A, which is the basis for this
title, was amended substantially by two separate enactments
in 1980 -- Ch. 27, Acts of 1980 and Ch. 617, Acts of 1980.

The earlier enactment, Ch. 27, Acts of 1980, transfers
certain environmental regulatory functions from the
Department of Natural Resources to the Department of Health
and Mental Hygiene. Executive Order No. 01.01.1980.04 is
designated Ch. 27, Acts of 1980. Throughout Ch. 27, Acts of
1980, all references to the Department of Natural Resources,
the Department of Water Resources, and the Water Resources
Commission are removed and, where appropriate, the
Department of Health and Mental Hygiene or the Secretary of
Health and Mental Hygiene is substituted.

The later enactment, Ch. 617, Acts of 1980, is the
product of the Joint Sunset Committee. The main goals of
Ch. 617, Acts of 1980, are to reenact Art. 43, § 406A and to
expand governmental authority over waterworks, wastewater
works, and industrial wastewater works and over certain
individuals who work in these facilities. The primary
