Howard County, as specified in subsection (h) of this

section [and] Anne Arundel County, as specified in

subsection (i) of this [subsection] SECTION, AND EXCEPT FOR
GARRETT COUNTY, AS SPECIFIED IN SUBSECTION (J) OF THIS
SECTION, at the rate of 2/3 of 1 percent for each month or
fraction of a month until paid, EXCEPT AS OTHERWISE PROVIDED
IN THIS SECTION.

(J) TAXES OVERDUE, IN ARREARS, AND PAYABLE TO GARRETT
COUNTY SHALL BEAR INTEREST AT THE RATE OF 1 PERCENT FOR EACH
MONTH, OR FRACTION THEREOF, UNTIL PAID.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:
