(2) ANY OWNER, OPERATOR, MANAGER, OR EMPLOYEE OF
THE PREMISES OR PLACES WHO SHALL KNOWINGLY PERMIT SUCH
CONSUMPTION IN VIOLATION OF THIS SUBSECTION SHALL BE GUILTY
OF A MISDEMEANOR AND UPON CONVICTION SHALL BE FINED NOT MORE
THAN $1,000.

(b) (1) (i) This subsection applies only in Harford
County.

(ii) As of September 1, 1981, the
dispensary system is terminated.

(iii) As of the termination date, the
dispensaries shall liquidate all stock in any manner
prescribed by the board and the profits from the sale of
that stock shall be disbursed in [the same manner as is the
case as of July 1, 1979,1 DIRECT PROPORTION TO THE
CONTRIBUTIONS MADE BY HARFORD COUNTY AND BY EACH OF THE
INCORPORATED TOWNS less the costs of administration by the
board.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.
