any member of the Commission of the posting and publication
shall be prima facie evidence thereof.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

AN ACT concerning

Washington Suburban Sanitary Commission - Budget
Supplements
MC/PG 19-81

FOR the purpose of altering the time period beyond which
failure of both county councils jointly to approve
proposed budget supplements constitutes disapproval.

BY repealing and reenacting, with amendments,

Article 67 - Washington Suburban Sanitary District

Section l-4(e)

Annotated Code of Maryland

(1978 Replacement Volume and 1980 Supplement)

(As enacted by Chapter ____ (H.B. ____) of the Acts

of the General Assembly of 1981)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland

(as enacted by Chapter ____ (H.B. ____) of the Acts of the

General Assembly of 1981) be repealed, amended, or enacted
to read as follows:

Article 67 - Washington Suburban Sanitary District

1-4.

(e) The commission may submit to the county executives
of both counties proposed supplements to the approved
budgets. The submittals shall include full particulars.
Within ten days of receipt of the proposed supplements, the
county executive of each county shall transmit them to the
county council of that county, together with his
recommendations. Each county council may hold public
hearings on the proposed supplements. Each county council
may add to, delete from, increase or decrease the proposed
supplements. Failure of both county councils to jointly
approve additions to, deletions from, increases or decreases
