may not use any [weighing, measuring, or] testing equipment
which does not conform to the specifications, tolerances,
and other technical requirements of the National Bureau of
Standards Handbook 44, as amended, or the official
publication of the Association of Official Analytical
Chemists as amended, and which is not inspected, tested, and
approved by the Secretary. The Secretary may charge a
reasonable fee for each item of equipment inspected.

(b) Any person subject to this subtitle, and his agent
or employee, shall [display and] present for inspection, the
[permit or] license issued under this subtitle, as required
by rule or regulation, or on request of the Secretary.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

AN ACT concerning

Restitution for Crimes - Reimbursement of Department
of Health and Mental Hygiene for Medical Expenses

FOR the purpose of enabling a court to order a defendant to
make restitution to the Department of Health and Mental
Hygiene, or any other governmental entity, when a
victim incurred medical expenses that were paid by the
Department or other governmental entity; establishing a
certain priority for payment of restitution to the
victim; providing for the Division of Parole and
Probation to make certain payments to the Department or
other governmental entity; and generally relating to
restitution paid to the Department or other
governmental entity.

BY repealing and reenacting, with amendments,
