2. THAT THE EXCEPTION WOULD NOT
IMPOSE AN UNACCEPTABLE DANGER A SERIOUS HEALTH HAZARD.
(B) EXCEPT AS AUTHORIZED BY THE SECRETARY, A PERSON
MAY NOT POSSESS, SELL, DONATE, OR DISTRIBUTE ANY BIOLOGICAL
PRODUCT THAT IS DESIGNATED BY THE SECRETARY FOR USE IN A
CURRENT GOVERNMENT PROGRAM FOR THE CONTROL OF ANIMAL
DISEASE.
3-207.
[(a)] Any person who buys or receives any biological
product in intrastate commerce shall maintain a correct
record of the amount he receives, uses, and possesses.
[(b) Whenever any biological product is unfit for use
or is unused, the buyer or recipient shall report to the
Secretary all information contained in his records of the
product and any unfit or unused product. The buyer or
receiver shall forward the unfit or unused products to the
Secretary with an accompanying statement showing the time
and place of purchase or receipt, the amount of each product
purchased or received, and his name and address. If the
amount forwarded to the Secretary and the amount used do not
equal the amount received or purchased, the purchaser or
recipient shall make a satisfactory statement of the
disposition of the remainder.]

Any person who sells or donates any biological product
in intrastate commerce shall report monthly to the Secretary
the amount of each product sold or donated, its degree of
strength, the name and address of the person to whom it was
sold or donated, and the delivery date. The report shall
include the address of and be signed by the person
submitting the report.]

Any person who buys or receives any biological product
in intrastate commerce may not use or dispose of it until
the person from whom the biological product is received
assures him in writing that its delivery has been reported
to the Secretary, or unless the buyer or recipient reports
its receipt to the Secretary with the information required
to be submitted by § 3-207.]

Any biological product used only for the testing or
immunizing of animals sold, donated, or used within the
State shall bear a label stating the name and address of the
person manufacturing it, the date of its preparation, its
contents, its intended use, and stating that it is for
animal use only.
