BY repealing and reenacting, with amendments,
Article 64A - Merit System

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section(s) 3-5A-01 through 3-5A-07,
respectively, and the subtitle "Subtitle 5A. Personnel Merit
System for the Circuit Court for Baltimore City" of Article
- Courts and Judicial Proceedings, of the Annotated Code of
Maryland (As enacted by Chapter 526 of the Acts of the
General Assembly of 1980) be renumbered to be Section(s)
2-5A-01 through 2-5A-07, respectively, to be under the
subtitle "Subtitle 5A. Personnel Merit System for the
Circuit Court for Baltimore City.
SECTION 2. AND BE IT FURTHER ENACTED, That section(s)
of the Annotated Code of Maryland be repealed, amended, or
enacted to read as follows:
Article 64A - Merit System
3.
The following positions shall not be included in the
classified service, namely: those held by officers elected
by popular vote and officers whose appointment and election
is provided by the Constitution, including deputy clerks
provided for by the Constitution, Article 4, §§ 26 and 37;
officers and employees of the General Assembly or of either
house thereof; any register of wills, any clerk of court,
any State's attorney; supervisors of assessments in the
