(3) The identification of areas of critical
State concern, after consultation with and consideration of
recommendations submitted to the Secretary by the local
subdivisions. The Department may establish guidelines for
use by the local subdivisions in making their
recommendations as to what are the areas of critical State
concern. Every county and the City of Baltimore shall make
recommendations to the Department as to the areas within
their respective jurisdictions which should be designated as
being of critical State concern.

(I)  THE FULL TEXT OF EVERY PLAN PROPOSING
THE DESIGNATION OF AN AREA OF CRITICAL STATE CONCERN SHALL
BE FURNISHED TO THE GOVERNING BODY OF THE AFFECTED LOCAL
SUBDIVISION.

(II)  THE SUBDIVISION SHALL HAVE AT LEAST
45 DAYS TO REVIEW AND COMMENT ON THE PLAN.

(III)  IN PUBLISHING THE PLAN CONTAINING
THE DESIGNATED AREAS OF CRITICAL STATE CONCERN, THE
DEPARTMENT SHALL INCLUDE A COPY OF ALL WRITTEN COMMENTS BY
LOCAL SUBDIVISIONS RECEIVED WITH REGARD TO THE AREAS.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

FOR the purpose of altering the fee charged by Baltimore
County clerks for performing a marriage ceremony; and
providing for the disposition of the funds collected
under this Act.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
