boards or commission, upon the elimination of an equal

number of authorized positions in another department.

agency, board, or commission, and said action shall be

exempt from the aforementioned ceiling of one hundred (100).

And that the aforementioned ceiling of one hundred (100)

does not apply with respect to any positions created by the

Board of Public Works during fiscal year 1982 which are

fully funded by the Federal government under the

Comprehensive Employment and Training, Act of 1973 as

amended, and any other Federal manpower statutes; which are
fully federally funded positions for which the State

receives Federal funds in connection with programs

administered by the Employment Security Administration of
the Department of Human Resources. Notwithstanding anything
contained in this Section, the Board of Public Works may
authorize additional temporary positions to meet public
emergencies resulting from an act of God and violent acts of

men which are necessary to protect the health and safety of

the people of Maryland.

SECTION 13. AND BE IT FURTHER ENACTED, That it is the

intent of the General Assembly that all State departments,
agencies, bureaus, commissions, boards, and other

organizational units included in the State budget shall
prepare and submit budget items detailed by sub-object
classifications in accordance with instructions promulgated
by the Comptroller of the Treasury, in the F.Y. 1983 budget
submission. The expenditure of appropriations provided by
this budget for F.Y. 1982 shall also be reported and
accounted by the sub-object classifications in accordance
with the instructions promulgated by the Comptroller of the
Treasury.

SECTION 12. 14. AND BE IT FURTHER ENACTED, That
pursuant to the provisions of Article III, Section 52(5a) of
the Constitution of Maryland, the following total of all
proposed appropriations and the total of all estimated
revenues available to pay the appropriations for the 1981
fiscal year is submitted:
