funds of any job or position
of employment approved in

this budget in excess of

1,460 positions, including

full-time equivalent

contractual positions

(defined as the quotient of
the sun of the days worked
by all contractual employees
in the fiscal year divided
by 247) of the total

authorized amount

established in the budget
for the State Department of
Education at any one time
during F.Y. 1982, and that
the Superintendent of

Education utilize his

prerogatives under

"Education Article, Section
2-103," to implement this

provision, provided,

however, that any authorized
job or position to be filled

above the 1,460 ceiling,

including full-time

contractual positions, is

approved by the Board of

Public Works and counted

against the Rule of 100

imposed by the General

Assembly. The establishment

of new jobs or positions of

employment, including

full-time contractual

positions not authorized in
the F.Y. 1982 budget, shall

be subject to Article 78A,
