provided that, no funds

shall be expended after

January 1, 1982 for the

resident trooper program in

excess of 54 positions; nor

shall funds be expended for
the resident trooper program
in Carroll County, except

for municipal contracts,

after January 1, 1982. It is
the intent of the General
Assembly that the level of
authorized positions for the
Resident Trooper Program in
Carroll County shall not
exceed 30 positions after
July 1, 1981................

Special Fund Appropriation..,

All contracts with units of
local           government           for

Resident Trooper services
shall be subject to indirect
cost recovery, such recovery
shall not include items of
expense given free of charge
to local police departments
of the State; such indirect
costs recovered shall be
utilized as Special Funds
for the operation of this
program.
