INCLUDING THE property tax assessment appeal board in the
county or city where the property is located. THIS SECTION
APPLIES TO ORDINARY AND SPECIAL TAXES.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

AN ACT concerning
Real Property - Compensation
FOR the purpose of redefining, under the provisions of the
Real Property Article that relate to relocation and
assistance, the term "displaced person" to exclude
certain persons from that term.
BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:
Article - Real Property
12-201.
(c) (1) "Displaced person" means any person who moves
from land, or moves his personal property from land, as a
result of the whole or partial acquisition of the land, or
as the result of a written order of the acquiring agency to
vacate land for a public works program or project undertaken
by the public or private agency.
(2) EXCEPT TO THE EXTENT THAT THIS EXCLUSION
CONFLICTS WITH FEDERAL FINANCIAL PARTICIPATION REQUIREMENTS,
"DISPLACED PERSON" DOES NOT INCLUDE A PERSON WHO, ON THE
