employees or members or by the employer or trustee. The
policy may provide that the term "minor children" shall
include the insured employee's or member's child under 18
years of age or his child 18 years or older who is attending
an educational institution and relying upon the insured
employee or member for financial support. The insurance on
the life of any spouse or child shall not be in excess of
fifty per centum of the insurance on the life of the insured
employee or member, or [$2,000] $4,000 in the case of a
spouse, or [$1,000] $2,000 in the case of a child, whichever
is less.

(II) Premiums for the insurance on such spouse
or child shall be paid by the policyholder, either from the
policyholder's funds or funds contributed by him, or from
funds contributed by the insured employees or members, or
from both.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1980.

(House Bill 42)

AN ACT concerning

St. Mary's County - Youth Commission

FOR the purpose of abolishing the St. Mary's County Youth
Commission; and making this Act an emergency measure.

BY repealing

The Public Local Laws of St. Mary's County
Chapter 147 "Youth Commission"
Article 19 - Public Local Laws of Maryland
(1978 Edition, as amended)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Chapter 147 "Youth Commission" of the Public
Local Laws of St. Mary's County being Article 19 of the Code
of Public Local Laws of Maryland be repealed.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote supported by
three-fifths of all the members elected to each of the two
