AN ACT concerning
Education - Annual Number of School Days
FOR the purpose of repealing the permission given to the
State Board of Education in 1978 to reduce the minimum
number of school days required for certain school years
for the counties and Baltimore City under certain
circumstances; repealing the elimination of the
requirement to open schools on holidays under certain
circumstances; presenting certain material for
informational purposes; generally relating to the
repeal of certain provisions of law concerning the
authority of the State Board of Education; and making
this Act an emergency measure.

Preamble
In the 1978 Session, the laws relating to education
were recodified as the new Education Article. This measure
repealed or transferred all of the provisions of Article 77
of the Annotated Code as of July 1, 1978.
House Bill 1247 of 1978 (Chapter 671) proposed to
change the laws relating to the authority of the State Board
of Education to alter the minimum number of school days
attendance required of students. The original bill, an
emergency measure, proposed to amend both Article 77 and the
new Education Article because the Education Article repealed
or transferred the provisions of Article 77. By
constructing the bill in this fashion, the time period from
the effective date of the emergency measure to July 1, and
then from July 1 on, was covered.
