for no other purpose. In determining whether an expenditure
represents a capital improvement, the Board will be guided
by the following principle: The useful life of the
improvement shall be at least equal to the life of the bonds
by which it is financed.

SECTION 2. AND BE IT FURTHER ENACTED, That the
expression of legislative intent contained in this Act shall
be deemed to apply continuously since the final passage of
House Bill No. 712 on April 8, 1979.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

AN ACT concerning

Anne Arundel County - Election of County Council

FOR the purpose of allowing the charter for the government
of Anne Arundel County to provide a certain method for
the election of county council members; declaring this
measure to be a local matter for certain purposes; and
submitting this amendment to the qualified voters of
the State of Maryland for their adoption or rejection.

BY proposing an amendment to the Constitution of Maryland

Article XI-A - Local Legislation
Section 3A

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, (Three-fifths of all the members elected to each
of the two Houses concurring), That it be proposed that
section(s) of the Constitution of Maryland be repealed,
amended, or added to read as follows:
