Advisory Committee, and the Maryland-Bred Race Fund
Advisory Committee in accordance with the Regulatory
Programs Evaluation Act of 1978 (Sunset Law) by
extending to a certain date the termination provisions
relating to the statutory and regulatory authority of
these agencies and the regulation of horse racing in
Maryland.

BY repealing and reenacting, with amendments,

Article 78B - Racing Commission

Section 26C

Annotated Code of Maryland

(1975 Replacement Volume and 1979 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article 78B - Racing Commission

26C.

The provisions of this article creating the (1)
Maryland Racing Commission, (2) Maryland Standardbred Race
Fund advisory committee, and (3) the Maryland-Bred Race Fund
advisory committee and relating to the regulation of horse
racing and any regulations promulgated under this article
are of no effect and may not be enforced after July 1,
[1981] 1987.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1980.

CHAPTER 135

(Senate Bill 353)

AN ACT concerning

Board of Public Works - Bond Bills

FOR the purpose of explicitly stating the intention of the
General Assembly that a certain provision of general
law providing that moneys derived from the sale of
bonds authorized by general obligation loan enabling
acts shall be used only for capital improvements does
not apply to general obligation loan enabling acts that
specifically authorize the issuance of bonds for
purposes other than capital improvements; and making
this Act an emergency measure.
