(j) Training. — The [State] Department of Health and
MENTAL HYGIENE [the State Department of Water Resources]
shall make such training reasonably available throughout the
State as is necessary for the purposes of this section.

465. Construction of Subtitle.

This subtitle shall constitute full and complete
authority, without regard to the provisions of any other law
for the doing of the acts and things herein authorized, and
shall be liberally construed to effect the purposes hereof;
provided, however, that nothing herein contained shall be
taken as restricting any control which the [State Board]
DEPARTMENT of Health AND MENTAL HYGIENE [of Maryland, the
Department of Geology, Mines and Water Resources and the
Water Pollution Control Commission] AND THE DEPARTMENT OF
NATURAL RESOURCES are empowered to exercise over or within
any authority.

The foregoing sections of this subtitle shall be deemed
to provide an additional and alternative method for the
doing of the things authorized thereby, and shall be
regarded as supplemental and additional to powers conferred
by other laws, and shall not be regarded as in derogation of
any powers now existing.

All laws or parts of laws inconsistent with the
provisions of this subtitle are hereby repealed to the
extent of such inconsistency.

671. Construction.

certain board, department and commission. — This subtitle
shall constitute full and complete authority, without regard
to the provisions of any other law for the doing of the acts
and things herein authorized, and shall be liberally
construed to effect the purposes hereof; provided, however,
that nothing herein contained shall be taken as restricting
any control which the [State Board] DEPARTMENT of Health AND
MENTAL HYGIENE AND THE DEPARTMENT OF NATURAL RESOURCES [of
Maryland, the Department of Geology, Mines and Water
Resources and the Water Pollution Control Commission] are
empowered to exercise over or within any district.

722.  Annual [Joint] report summarizing water pollution
control program.

As a part of the comprehensive water pollution control
program, the [State] Department of Health and MENTAL HYGIENE
[the Department of Water Resources] shall submit a [joint]
report to the Governor and to the General Assembly no later
than June 1, 1969, which shall summarize the water pollution
control program for the State. The report, which shall be
prepared annually, shall include:
