(c) [(1)] Rules and regulations of [State Board] THE
DEPARTMENT of Health and Mental Hygiene. — The [State
Board] DEPARTMENT of Health and Mental Hygiene shall adopt
and enforce such rules and regulations as may be necessary
for the administration of this section. The rules and
regulations shall include but not be limited to the
following: provisions for the classification of
superintendent for a specific classification of waterworks
or waste-water works; provisions establishing qualifications
of applicants; PROVISIONS FOR THE CERTIFICATION OF OPERATORS
OF INDUSTRIAL WASTE-WATER WORKS; and procedures for
applications and examinations of such persons.

[(c) (2) Rules and regulations of Water Resources
Commission. — The Water Resources Commission shall adopt
and enforce similar rules and regulations which detail the
manner in which operators of industrial waste-water works
shall be certified and other such rules and regulations as
may be necessary for the administration of this section.]

(d) [(1)] Classification of waterworks and waste-water
works. — The [State Health Commissioner] SECRETARY OF
HEALTH AND MENTAL HYGIENE shall classify all waterworks
[and], waste-water works, AND INDUSTRIAL WASTE-WATER WORKS.
In determining the classification of a works, consideration
shall be given to its size or capacity, the type of
treatment included, the character of water or wastes treated
and other physical conditions affecting such works.

[(d) (2) Classification of industrial waste-water
works. —The Director of the Department of Water Resources
shall classify all industrial waste-water works under a
similar criteria.]

(e) (1) Board of Certification — Creation;
appointment of members. — There is hereby created a Board
of Certification comprised of nine members. The Governor
shall appoint to the Board a representative of municipal
government, a representative of county government, a
representative of a sanitary or metropolitan commission, a
currently employed waterworks superintendent, a currently
employed waste-water works superintendent, a farmer and an
engineer representative of the [State] Department of Health
AND MENTAL HYGIENE. The [Director of the Department of
Water Resources] SECRETARY OF HEALTH AND MENTAL HYGIENE
shall appoint to the Board a currently employed industrial
waste-water works superintendent and an engineer
representative of his department.

(e) (2) Same — Terms; reappointments; vacancies;
chairman and secretary; expenses. — The representative of
county government and the industrial waste-water works
superintendent shall be appointed for an initial term of two
years, the waterworks superintendent and the waste-water
works superintendent for an initial term of three years, and
the representatives of municipal government and a sanitary
or metropolitan commission for an initial term of four
