involving water pollution control (including sediment
control and oil pollution control), water supply
(including water well drilling), and hazardous
substances control; to specify that the following
boards, commissions and councils be transferred from
the Department of Natural Resources to or under the
Department of Health and Mental Hygiene: The Maryland
State Board of Well Drillers and The Hazardous
Substances Advisory Council; to establish within the
Department of Health and Mental Hygiene the position of
Assistant Secretary for Environmental Programs; and
generally relating to the transfer of the specified
environmental regulatory functions from the Department
of Natural Resources to the Department of Health and
Mental Hygiene.
