(c) (1) The county treasurer of each county in this
State shall act as the agent of the Administration in the
registration of vehicles and in the issuance of registration
plates and registration cards for the following classes of
vehicles:
(i) Class D (motorcycles);
(ii) Class E (trucks);
(iii) Class F (tractors); and
(iv) Class G (trailers).
(f) (3) [In Talbot County, all additional fees the
County Treasurer collects under this section shall be paid
to the county government of Talbot County and placed in a
general fund of the county.
(4)] In Charles and Prince George's counties, all
additional fees the county treasurer collects under this
section shall be placed in a general fund of the county, to
be disbursed by the county treasurer from the fund as he
considers necessary to cover the expense of the sale of
registration plates, with the balance to be used for general
fund purposes.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for
the immediate preservation of the public health and safety
and having been passed by a yea and nay vote supported by
three-fifths of all members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage shall take effect June 1, 1980.
