and alternative authority for borrowing money, and shall be
regarded as supplemental and additional to powers conferred
upon the County by other laws, and shall not be regarded as
in derogation of any power now existing; and all Acts of the
General Assembly of Maryland heretofore passed authorizing
the County to borrow money are hereby continued to the
extent that the powers contained in such Acts have not
heretofore been exercised, and nothing herein contained
shall be construed to impair, in any way whatsoever, the
validity of any bonds which may have been issued by the
County under the authority of any of said Acts, and the
validity of said bonds is hereby ratified, confirmed, and
approved. This Act, being necessary for the welfare of the
inhabitants of Garrett County, shall be liberally construed
to effect the purposes hereof. All Acts and parts of Acts
inconsistent with the provisions of this Act are hereby
repealed to the extent of such inconsistency.

SECTION 10. AND BE IT FURTHER ENACTED, That this Act
is hereby declared to be an emergency measure and necessary
for the immediate preservation of the public health and
safety and having been passed by a yea and nay vote
supported by three-fifths of all the members elected to each
of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.

SECTION 11. AND BE IT FURTHER ENACTED, That before
this Act becomes effective it shall first be submitted to a
referendum of the legally qualified voters of Garrett County
at the primary election to held in May of 1980. The cost of
the special election, if any, shall be paid by the Board of
County Commissioners. The Board of County Commissioners and
the Board of Supervisors of Election of Garrett County shall
do those things necessary and proper to provide for and hold
the referendum here required. There shall be printed on the
ballots or ballot labels to be used at this election the
title of this Act and underneath the title, on separate
lines, a square or box to the right of and opposite the
words: "For the Hospital Bonds" and a corresponding square
or box to the right of and opposite the words "Against the
Hospital Bonds" so that each voter of the county may
designate his or her decision for or against the provisions
of this Act. If a majority of the votes cast in the
election are "For the Hospital Bonds" the provisions of this
Act shall become effective on the 30th day following the
official canvass of votes for the referendum, but if a
majority of the votes cast in the election are "Against the
Hospital Bonds" the provisions of this Act shall be of no
effect and null and void.

SECTION 12. AND BE IT FURTHER ENACTED, That subject to
the provisions of Section 11 herein and for the sole purpose
of providing for the referendum therein required, this Act
shall take effect from the date of its passage.
