THE BOARD OF COMMISSIONERS SHALL:

(1)   MEET AT THE TIME AND PLACE THAT IT
DETERMINES; AND

(2)   ADOPT RULES FOR THE CONDUCT OF ITS MEETINGS
AND HEARINGS.

(B)   SPECIAL MEETINGS.

A SPECIAL MEETING OF THE BOARD OF COMMISSIONERS MAY BE
CALLED:

(1)       BY THE CHAIRMAN; OR

(2)       AT THE REQUEST OF FOUR MEMBERS OF THE BOARD.

(C)       RECORDS.

THE BOARD OF COMMISSIONERS SHALL KEEP A RECORD OF ITS
MEETINGS, HEARINGS, AND OTHER TRANSACTIONS.

REVISOR'S NOTE: This section is new language derived
without substantive change from the last two
sentences of Art. 23, § 161E(e)(1).

In subsection (c) of this section, the term
"hearings" is added for clarity and is implied
from the present broad reference to

"transactions".

"Board of Commissioners" is defined in § 8-101 of
this title.

8-206. QUORUM.

A MAJORITY OF THE MEMBERS SERVING ON THE BOARD OF
COMMISSIONERS IS A QUORUM. HOWEVER, THE BOARD MAY NOT TAKE
ACTION ON ANY MATTER UNLESS AT LEAST FOUR MEMBERS IN
ATTENDANCE CONCUR.

REVISOR'S NOTE: This section is new language derived
without substantive change from Art. 23, §
161E(g).

The phrase "serving on the Board of
Commissioners" is added for clarity and
consistency since present Art. 23, § 161E(g) is
silent as to the effect on the quorum requirement
of any vacancy on the Board.

The present phrase "for the holding of meetings
and hearings" is deleted as being within the
application of "quorum".
