AN EMERGENCY ACT TO repeal and reenact with amendments,
Section 29-26(a), title "Contents of lease," of Article IV,
title "Landlord-Tenant Obligations," of Chapter 29, title
"Landlord-Tenant Relations," of the Montgomery County Code,
1972, as amended, which restores language inadvertently
omitted by the enactment of Bill 24-77, to define reasonable
cause for not offering a two-year lease and provide the
requirement that all lease agreements include a statement
informing prospective tenants of their rights under Section
29-26(a) of the Fair Landlord-Tenant Relations Act, and to
include a method for a tenant to acknowledge such statement.
Effective Date April 11, 1979.

Chapter 58
AN ACT to amend Subsection 52-21(e) of Section 52-21,
title "Levied; amount", of Article II, title "Real Property
Transfer Tax" of Chapter 52, title "Taxation" of Montgomery
County Code 1972, as amended, to provide that a 6% transfer
tax assessed against property rezoned to a more intensive
use shall not apply to property subject to rezoning which
was necessitated by a previously adopted text amendment in
order to continue a prior committed use on the property.

Chapter 59
AN ACT and ORDINANCE authorizing and providing for the
issuance and sale from time to time, by Montgomery County,
Maryland, of its revenue bonds, designated "Industrial
Development Revenue Bonds (Psychiatric Institute Project)",
in an aggregate principal amount not exceeding $4,200,000,
pursuant to the provisions of Sections 266A through 266-I,
inclusive, of Article 41 of the Annotated Code of Maryland
(1978 Replacement Volume and 1978 Cumulative Supplement), in
order to loan the proceeds thereof to Psychiatric Institute
of Montgomery County, Inc., a Maryland corporation, for the
sole and exclusive purpose of financing the acquisition by
such corporation of an industrial building in Montgomery
County as provided in this Act; authorizing the County
Executive and the President of the County Council to accept
the Letter of Intent of such corporation dated December 4,
1978, in order to further evidence the County's commitment
to participate in such financing; making certain legislative
findings, among others, concerning the public benefit and
