WHEREAS, Having carefully considered the recommendations of
the Commissioner of Correction and the local
authorities which have been made to me;

NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF MARYLAND,
having thought proper the extension of such clemency in
the following cases do hereby, in pursuance of the
authority vested in me by law, grant unto the persons
on the list attached hereto, a COMMUTATION of the
remainder of their sentences as imposed for the terms,
on the dates, by the courts, and in the places of
detention indicated, and I hereby direct the immediate
release from further confinement of the aforesaid
individuals.

request.]

PROCLAMATION OF APRIL 23, 1980

WHEREAS, In accordance with the Jewish religion, the laws
of the Sabbath contain the Commandment "Let no man go
out of his place on the Sabbath day" (Exodus 16:29);
and a man's place is defined by; (1) specifying certain
natural or artificial boundaries; and (2) letting the
use of the domain within these boundaries by mutual
agreement; and

WHEREAS, An Eruv District in the northwest Baltimore
metropolitan area has been declared by Joint Resolution
of the Mayor of Baltimore City and the County Executive
of Baltimore County for these Orthodox Jewish purposes;
and

WHEREAS, The Governor of Maryland has been requested by the
Eruv of Baltimore, Inc., on behalf of those of the
Orthodox Jewish faith who reside within the Eruv
district bounded by and including Liberty Road on the
west, the Beltway on the north, the Jones Falls
Expressway on the east and Coldspring Lane and Garrison
Boulevard on the south, to rent, according to the
Jewish Torah Laws, to the President of the Eruv of
Baltimore, Inc., at a rental of One Dollar, the rights
to the domain within this area solely for the purpose
of "carrying" on the Sabbath and other Jewish holy days
in accordance with Orthodox Jewish law and for no other
purpose; and

WHEREAS, It is in the public interest that those Maryland
