(e) Composition of Council; terms; vacancy;
compensation; chairperson. -- The Council consists of eight
members appointed by the Governor with the advice of the
Secretary OF HEALTH AND MENTAL HYGIENE, as follows:

(1)  One from the Maryland Department of
Agriculture;

(2)  One from the University of Maryland who
holds the position of pesticides coordinator for the
cooperative extension service;

(3)  One from the State Department of Licensing
and Regulation, Division of Labor and Industry;

(4)  One from the State Department of [Health and
Mental Hygiene] NATURAL RESOURCES;

(5)  One from the hazardous substance disposal
and management industry;

(6)  One from an industry which generates
hazardous substances;

(7)  Two from the public at large.

The term of membership is six years, except that, of
the original appointees, two, who are appointed from the
public at large, shall serve a six-year term, two, one of
whom is appointed from each industry, shall serve a
five-year term, one, who is appointed from the State
Department of [Health and Mental Hygiene] NATURAL RESOURCES,
shall serve a four-year term, one, who is appointed from the
Maryland Department of Agriculture, shall serve a three-year
term, one, who is appointed from the University of Maryland
shall serve a three-year term, and one, who is appointed
from the State Department of Licensing and Regulation,
Division of Labor and Industry, shall serve a two-year term.

A member serves until his successor is appointed and
qualifies. An appointment to a vacancy in an unexpired term
is limited to the remainder of that term. A MEMBER AS OF
JUNE 30, 1980, SHALL REMAIN A MEMBER FOR THE BALANCE OF THE
TERM TO WHICH THE MEMBER WAS APPOINTED, UNLESS THE MEMBER
DIES, RESIGNS, OR IS REMOVED PURSUANT TO LAW. The members
shall serve without compensation, except that members who
are not State employees shall be compensated for expenses as
provided in the budget of the Department OF HEALTH AND
MENTAL HYGIENE. The Council shall elect annually a
chairperson from among its members appointed from the public
at large.
