waste-water works superintendent and an engineer
representative of his department.

(e) (2) Same — Terms; reappointments; vacancies;
chairman and secretary; expenses. — The representative of
county government and the industrial waste-water works
superintendent shall be appointed for an initial term of two
years, the waterworks superintendent and the waste-water
works superintendent for an initial term of three years, and
the representatives of municipal government and a sanitary
or metropolitan commission for an initial term of four
years; thereafter, all appointments shall be for terms of
four years each. The representatives of the [State]
Department of Health AND MENTAL HYGIENE [and the Department
of Water Resources] shall serve on the Board at the pleasure
of the respective appointing authorities. Members of the
Board shall be eligible for reappointment. Vacancies on the
Board shall be filled for the remainder of the unexpired
term by the respective appointing authorities. The Board at
its first meeting each year shall select its chairman. [The]
A representative of the [State] Department of Health AND
MENTAL HYGIENE shall be designated as secretary to the
board. Members shall be reimbursed for expenses incurred
while actually engaged in the performance of their duties in
accordance with the standard travel regulations.

(f)  Same — Powers and duties. — The Board of
Certification is hereby authorized to:

1.  Recommend criteria for the classification of
waterworks, [and] waste-water works, [to the State Health
Commissioner and for the classification of] AND industrial
waste-water works to the [Director of the Department of
Water Resources] SECRETARY OF HEALTH AND MENTAL HYGIENE.

2.  Recommend rules and regulations for adoption
by the [State Board] DEPARTMENT of Health and Mental Hygiene
[and Water Resources Commission] for the administration of
this section.

3.  Prepare examinations for superintendent
certification, such examination to be scheduled at least
semiannually.

4.  Issue certificates after acceptable
application and examination results are available.

5.  Issue interim or temporary certificates
pending qualification for permanent certification.

6.  Issue limited certificates for those who
qualify under paragraph (h) of this section.
