functions transferred by this Order shall continue in effect
under the Income Maintenance Administration until completed,
withdrawn, cancelled, modified, or otherwise changed under
law.
SECTION 5. AND BE IT FURTHER ORDERED, That, unless
specifically disapproved within 50 days after submission, by
a resolution of disapproval concurred in by a majority vote
of all members of either House of the General Assembly, this
Executive Order shall take effect.

AN EXECUTIVE ORDER PURSUANT TO ARTICLE II,
SECTION 24, OF THE CONSTITUTION OF MARYLAND
AN EXECUTIVE ORDER concerning
Reorganization of State Government -
Environmental Area
FOR the purpose of transferring certain environmental
regulatory functions presently within the Department of
Natural Resources to the Department of Health and
Mental Hygiene; to direct the Secretary of Health and
Mental Hygiene to administer and enforce the
transferred functions so as to preserve, conserve,
enhance, and perpetuate the public health, environment,
and natural resources of the State; to specify that the
environmental regulatory functions to be transferred
from the Department of Natural Resources to the
Department of Health and Mental Hygiene are those
involving water pollution control (including sediment
control and oil pollution control), water supply
(including water well drilling), and hazardous
substances control; to specify that the following
boards, commissions and councils be transferred from
the Department of Natural Resources to or under the
Department of Health and Mental Hygiene: The Maryland
State Board of Well Drillers and The Hazardous
Substances Advisory Council; to establish within the
Department of Health and Mental Hygiene the position of
