constitutionality of the drivers license suspension
provision;

WHEREAS, This drivers suspension idea should first be
tried and tested under the criminal statute instead of
decriminalizing these offenses;

WHEREAS, A number of organizations, individuals and
members of the media have asked the Governor to veto this
bill;

WHEREAS, This bill will be detrimental to effective
enforcement of alcoholic beverage violations and add to the
harassment of the citizens by intoxicated individuals; now,
therefore, be it

RESOLVED, That the members of the Baltimore City
Council hereby request Governor Harry R. Hughes to veto H.B.
1678, and that a copy of this Resolution be forwarded to
Governor Harry R. Hughes as soon as possible.

AN ACT concerning

Somerset, Wicomico, and Worcester and Wicomico
Counties - Use of Crab Pots by Landowners

FOR the purpose of deleting Worcester County from the
current requirements that restrict the use of crab pots
by landowners in certain counties; setting certain
restrictions on the use of crab pots by landowners in

Somerset, Wicomico, and Worcester and Wicomico

counties; and generally relating to catching crabs from
tidewater shoreline property.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 1694.

This bill would allow a shoreline property owner in
Somerset and Wicomico Counties to set up to four crab pots
from his property.
