FOR the purpose of clarifying the language pertaining to the
issuance of special music licenses in Anne Arundel
County; altering the annual fees for certain
entertainment licenses in Anne Arundel County;
prohibiting certain licensees from charging admission
to enter the licensed premises; correcting language:

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 391.
This bill clarifies the language pertaining to the
issuance of special music licenses and alters the annual
fees for certain entertainment licenses in Anne Arundel
County.
The Attorney General has advised me that several of the
provisions of the bill cannot be given effect as they are
not properly reflected in the title and therefore are in
contravention of Article II, Section 29 of the Maryland
Constitution. In light of this information, the sponsor has
requested that I veto the bill. A copy of the Attorney
General's bill review letter dated May 14, 1980 is attached
and should be considered a part of this veto message.
For this reason, I have decided to veto House bill 391.
