VETOES
Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 902.
This bill expands the definition of "industrial
project" in which the Maryland Industrial Development
Financing Authority may participate to include a sports
stadium utilized by a major league professional sports
franchise.
House Bill 1886, which was enacted by the General
Assembly and signed by me on May 6, 1980 accomplishes the
same purpose.
Therefore it is unnecessary for me to sign Senate Bill
902.

AN ACT concerning
Northeast Maryland Waste Disposal Authority
FOR the purpose of adding a new article to Subtitle 7 of
Title 3, Environmental Programs, of the Natural
Resources Article of the Annotated Code of Maryland to
be titled "Northeast Maryland Waste Disposal Authority
Act", to provide for the creation of the Northeast
Maryland Waste Disposal Authority, the purpose of which
is to assist certain participating political
subdivisions of this State, other public entities and
the private sector of the economy to provide adequate
waste disposal facilities (including those which
provide for energy generation and resource recovery)
and facilities for the generation of steam,
electricity, or other forms of energy from fuels which
are derived from or are otherwise related to waste
disposal facilities by providing a coordinating agency
and a financing vehicle for such facilities; creating a
body politic and corporate to be known as the
"Northeast Maryland Waste Disposal Authority" which is
constituted a public instrumentality of the State of
Maryland and shall be deemed to be organized and
