Senate Bill No. 814

AN ACT concerning

Workmen's Compensation - Group Self-Insurers

FOR the purpose of permitting certain; groups of employers
to associate for the purpose of establishing joint
workmen's compensation self-insurance coverage;
requiring the Workmen's Compensation Commission and the
State Insurance Commissioner to promulgate certain
rules and regulations concerning self-insurance
programs; requiring that the rules and regulations be
presented to the General Assembly by a certain date;
providing a delayed effective date as to certain
provisions; and clarifying language.

Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 814.

This bill, under the Workmen's Compensation Law,
permits employers to form groups for the purpose of
self-insuring for workmen's compensation coverage.

House Bill 955, which was enacted by the General
Assembly and signed by me on May 27, 1980 accomplishes the
same purpose.

Therefore it is unnecessary for me to sign Senate Bill
814.
