Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 389.

This bill allows a juvenile court to order restitution
to be paid by the juvenile or by the parents without regard
to the willfulness or maliciousness of the delinquent act.

House Bill 639, which was enacted by the General
Assembly and signed by me on May 6, 1980 accomplishes the
same purpose.

Therefore it is unnecessary for me to sign Senate Bill
389.

State Share of Community College Current Expenses

FOR the purpose of altering the amount of State aid to
community colleges and regional community colleges by a
specified amount after a certain date; and generally
relating to the computation and payment to each
