Senate Bill No. 45

AN ACT concerning

Public Service Commission - Telephone Charges

FOR the purpose of prohibiting the Public Service Commission
from authorizing any mandatory telephone company
charges based on a measured time period unit rate for
local messages, except under certain conditions and
providing an exception for computer data transmissions
after a certain date.

Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill 45.

This bill prohibits the Public Service Commission from
authorizing telephone services charges based on a measured
time period unit rate for local messages.

House Bill 20, which was enacted by the General
Assembly and signed by me on May 6, 1980 accomplishes the
same purpose.

Therefore it is unnecessary for me to sign Senate Bill
45.
