bonds unless funds for this purpose are otherwise provided
and thereafter shall be credited on the books of the State
Comptroller and expended, upon approval by the Board of
Public Works, for the following public purposes, including
any applicable architects' and engineers' fees: for a grant
to the Maryland-National Capital Park and Planning
Commission for the renovation, restoration, rehabilitation,
repair, improvement, and equipping and improvement of the
Montpelier Mansion and its grounds and outbuildings, and for
archaeological research to locate and excavate hidden
landscape features and outbuilding foundations. This grant
is contingent upon the Maryland-National Capital Park and
Planning Commission providing satisfactory evidence to the
Board of Public Works that it has applied for Federal funds
for this project. Any Federal funds received towards this
project shall serve to reduce State funding by an equal
amount.
(4) There is hereby levied and imposed an annual
State tax on all assessable property in the State in rate
and amount sufficient to pay the principal of and interest
on the bonds as and when due and until paid in full, such
principal to be discharged within fifteen years of the date
of issue of the bonds.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1980.

(Senate Bill 503)
AN ACT concerning
Creation of a State Debt - Oregon Ridge Center
FOR the purpose of authorizing the creation of a State Debt
in the amount of $2,500,000 $1,250,000, the proceeds to
be used for the design, planning, development,
construction, renovation, and equipping of a performing
arts center at Oregon Ridge, Baltimore County, to be
known as the Oregon Ridge Multi-Performance and
Educational Center, subject to the condition that
Baltimore County provide at least the same amount as a
matching fund for the same purpose by a certain date;
making such use of the proceeds further contingent upon
the approval of this project by the voters of Baltimore
County in a referendum; and providing generally for the
issue and sale of bonds evidencing the loan.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
