are not protected. Volunteers in most civic organizations
Officials of a civic organization that acts as a governing
body of a special taxing district are usually not protected.

To protect the integrity of citizen involvement with
government and to encourage volunteer efforts, it is
important to examine the circumstances and events which
contribute to this phenomenom and to identify actions which
will alleviate the problem.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

ADVISORY BOARD ON LIABILITY

THERE IS AN ADVISORY BOARD ON LIABILITY TO STUDY THE
IMPLICATIONS OF THE LIABILITY OF INDIVIDUALS ENGAGED IN
ACTIVITIES OF STATE AND LOCAL GOVERNMENTAL AND
QUASI-GOVERNMENTAL VOLUNTEER UNITS.

(A) THE BOARD INCLUDES:

(1)  A DESIGNEE OF THE MARYLAND COMMISSION ON
INTERGOVERNMENTAL COOPERATION WHO SHALL ACT AS CHAIRMAN;

(2)  TWO MEMBERS OF THE HOUSE OF DELEGATES,
APPOINTED BY THE SPEAKER;

(3)  TWO MEMBERS OF THE SENATE, TO BE APPOINTED
BY THE PRESIDENT;

(4)  A REPRESENTATIVE DESIGNEE OF THE MARYLAND
ASSOCIATION OF COUNTIES;

(5)  A REPRESENTATIVE DESIGNEE OF THE MARYLAND
MUNICIPAL LEAGUE;

(6)  A REPRESENTATIVE DESIGNEE FROM THE MARYLAND
TECHNICAL ADVISORY SERVICE AT THE UNIVERSITY OF MARYLAND;

(7)  A DESIGNEE FROM THE GOVERNOR'S OFFICE;

(8)  A REPRESENTATIVE DESIGNEE OF THE MARYLAND
STATE BAR ASSOCIATION;

(9)  A REPRESENTATIVE OF THE INSURANCE
COMMISSIONER'S OFFICE; AND
