8-403.

(a) The State Board shall adopt, as bylaws, standards
for the identification, diagnosis, examination, and
education of each child in this State who is under the age
of 21 and is found to need special educational services AND
FOR EACH INDIVIDUAL WHO QUALIFIES FOR COMPENSATORY SPECIAL
EDUCATIONAL SERVICES, whether or not the child is receiving
nonduplicative services from another governmental agency.

8-406.

(a)  After the standards required in § 8-403 of this
subtitle are adopted, the State Superintendent shall develop
a plan to provide special educational services AND
COMPENSATORY SPECIAL EDUCATIONAL SERVICES for children
[under the age of 21] who are in State institutions.

(b)  The plan shall meet these State standards.

(c)  The State Board shall review and approve or
disapprove, as appropriate, the plan.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1980.

AN ACT concerning

Education - Free and Reduced Price Breakfast Program

FOR the purpose of requiring each county board of education
to provide a free and reduced price breakfast to
certain schools; providing for certain exemptions to
the free and reduced price breakfast; providing for the
suspension of the program under certain conditions;
and generally relating to a free and reduced price
breakfast in certain schools.

Section 7-5A-01 through 7-5A-03, inclusive, to be under

the new subtitle "Subtitle 5A. Breakfast

Program"
