FOR EACH PERIOD OF 30 DAYS COMMENCING ON THE DAY OF
ARRIVAL AT THE JAIL, DURING WHICH A PRISONER, SERVING HIS
SENTENCE IN ANY COUNTY JAIL OR THE BALTIMORE CITY JAIL, IS
NOT GUILTY OF A VIOLATION OF ANY RULE OF DISCIPLINE AND
LABORS DILIGENTLY AT ANY LABOR PROVIDED, A PRISONER AT ANY
COUNTY JAIL OR THE BALTIMORE CITY JAIL SHALL BE ALLOWED A
DEDUCTION OF 5 DAYS FROM EACH 30-DAY PERIOD OF THE
COMMITMENT OR SENTENCE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1980.

AN ACT concerning

Refuse Disposal Systems

FOR the purpose of permitting the Secretary of Health and
Mental Hygiene to authorize local health officers to
conduct investigations of refuse disposal systems and
to enforce State regulations governing such systems;
clarifying language; and correcting an obsolete agency
designation.

BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That section(s) of the Annotated Code of Maryland
be repealed, amended, or enacted to read as follows:

Article 43 - Health

392.

(A) When the State [Board of Health] DEPARTMENT OF
HEALTH AND MENTAL HYGIENE finds, upon investigation, that
any water supply or sewerage system, or refuse disposal
works, is in any way a menace to health or comfort, or is
creating a nuisance, and conditions cannot be sufficiently
improved, in the opinion of the [Board] DEPARTMENT, by mere
