(I) THE BOARD SHALL BE STAFFED BY THE DEPARTMENT OF
NATURAL RESOURCES.
(J) THE PROVISIONS OF THIS SECTION CREATING THE
RESOURCE REDUCTION AND MATERIAL RECYCLING AND LITTER CONTROL
ADVISORY BOARD AND RELATING TO THE BOARD, AND ANY
REGULATIONS PROMULGATED UNDER THIS SECTION, ARE OF NO EFFECT
AND MAY NOT BE ENFORCED AFTER JANUARY 14, 1981.
SECTION 3 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July June 1, 1980.

AN ACT concerning
Reorganization of State Government - Environmental Area
FOR the purpose of amending those provisions of the law that
were amended during the 1980 legislative session
pursuant to Executive Order 01.01.1980.04, pertaining
to the reorganization of State Government; transferring
certain environmental regulatory functions presently
that, under that Executive Order, are within the
Department of Health and Mental Hygiene to the
Department of Natural Resources; directing the
Secretary of Natural Resources to administer and
enforce the transferred functions so as to preserve,
conserve, enhance, and perpetuate the public health,
environment, and natural resources of the State;
providing that the Assistant Secretary of Health
provided for in that Executive Order shall be delegated
certain functions and that he shall perform those
functions; changing certain references to the
Department of Natural Resources that were substituted
for references to the Water Resources Administration
under the Order back to the Water Resources
Administration; clarifying certain penalty provisions;
providing for the effectiveness of this Act; requiring
a certain report; and generally relating to State
government in the environmental area.
BY repealing and reenacting, with amendments,
Article - Natural Resources
Section 8-1101, 8-1103, 8-1103.1(b) and (d), 8-1104(b),
8-1105, 8-1105.1(a) and (b), 8-1106, and
8-1108(a), 8-1210, 8-1402, 8-1405(a), (b), (c),
